A Practice Built on Construction Law, Not Borrowed from General Practice

Satria Firm concentrates on the legal matters that arise within Malaysia's construction and infrastructure sector — bringing depth of experience to a field that demands it.

Established with a Clear Purpose

Satria Firm was established in Kuala Lumpur by practitioners who had observed, firsthand, how construction legal matters were often handled at arm's length — treated as variations of general commercial work rather than as a discipline with its own logic, statutory framework, and practical demands.

The firm was built to address that gap. From the outset, the practice has concentrated exclusively on construction and infrastructure law, allowing the team to develop familiarity with the PAM standard forms, the CIPAA adjudication process, FIDIC conditions of contract, and the web of Malaysian legislation that governs infrastructure development — including the Land Acquisition Act 1960, OSHA 1994, and the CIDB Act 1994.

Over the years, Satria Firm has advised parties on residential, commercial, and large-scale infrastructure projects at various stages — from tender review and contract negotiation through to adjudication and enforcement. The firm works with clients on both the employer and contractor side, understanding that construction disputes rarely arise from a single point of failure and that good legal advice requires understanding the contractual structure from all angles.

The firm's location at Wisma MCA along Jalan Ampang places it at the centre of Kuala Lumpur's professional district, within reach of the major institutions and registries that construction legal work regularly involves.

Mission

To provide construction and infrastructure participants with legal support that reflects how projects actually work — practical in its approach, thorough in its analysis, and clear in its guidance.

Values

  • Clarity — We communicate legal positions in terms that are usable, not just technically correct.
  • Focus — Our practice is not divided across unrelated areas of law.
  • Proportionality — Legal input should match the scale and nature of the matter at hand.

How the Firm Operates

Bar Council Membership

All legal practitioners at the firm are members of the Bar Council Malaysia and hold valid practising certificates in good standing.

Client Confidentiality

All client information and matter details are handled in accordance with the Legal Profession Act 1976 and applicable professional conduct rules. No information is shared without authorisation.

Conflict Checking

Before accepting any new matter, a conflict of interest check is conducted. Where a conflict exists or could arise, we advise the prospective client accordingly before any engagement begins.

Sector-Only Focus

The firm does not operate as a general practice. All legal work relates directly to construction, infrastructure, and related development disputes — keeping the team's knowledge current and applied.

Deadline Management

Construction disputes operate under strict statutory timelines, particularly under CIPAA. The firm maintains structured diarising systems to ensure that no deadline — contractual or statutory — is missed.

Proportionate Counsel

Legal advice is calibrated to the size and nature of each matter. A subcontractor with a RM 80,000 CIPAA claim and a developer on a RM 500 million infrastructure project receive advice appropriate to their actual situation.

Construction Law in Malaysia — A Sector with Specific Legal Demands

Malaysia's construction industry operates within a detailed statutory and contractual framework. The PAM 2018 standard form remains the dominant contract form for building works. For civil engineering and infrastructure projects, FIDIC conditions are widely used, particularly where international financing is involved. The Construction Industry Development Board (CIDB) sets minimum standards for contractors and provides standard sub-contract forms widely used across the industry.

The Construction Industry Payment and Adjudication Act 2012 introduced a significant change to how payment disputes are handled in Malaysia. Rather than waiting for litigation or arbitration, parties to written construction contracts can now initiate adjudication proceedings to obtain an interim payment decision within a statutory timeframe. Satria Firm has been involved in CIPAA proceedings since the regime came into effect, advising claimants and respondents at each stage.

Infrastructure development in Malaysia involves further layers — land acquisition processes under the Land Acquisition Act 1960, environmental impact assessment obligations, occupational safety requirements under OSHA 1994, and the licensing and registration obligations administered by CIDB under the CIDB Act 1994. Large-scale projects frequently involve concession agreements and public-private partnership structures that require careful legal drafting and review.

Satria Firm's practice covers the range of legal work that arises across the construction project lifecycle — from pre-contract advisory and risk allocation through to post-completion disputes. The firm's location in Kuala Lumpur, at the centre of Malaysia's professional and commercial infrastructure, supports the work across both Peninsular Malaysia and projects with a broader national reach.
